To achieve this, he emphasized that grassroots institutional networks must be connected to robust economic launchpads like the Stand-Up India initiative.

Inaugurating the new learning facility in Dausa, Rajasthan Youth Minister Col. Rathore stated, “I am here to inaugurate the dreams of our youth. The books resting on these library shelves are not mere pages of paper; they are the raw materials to turn your biggest ambitions into reality.” He described libraries as modern temples of success where sharp minds focus, share transformative ideas, and map out their future.
However, his message went far beyond traditional academics, urging young innovators to explore non-traditional business frontiers:
- Embracing Emerging Technologies: Today’s youth do not need to limit themselves to conventional desk jobs. Highly profitable sectors like drone manufacturing, drone software development, and modern organic agriculture offer infinite opportunities.
- The Definition of a Champion: Drawing from his elite sporting and military backgrounds, Col. Rathore reminded the youth that a true champion is not someone who never fails, but the individual who stands firm and refuses to quit during the toughest battles.
- Nurturing Unique Talent: Not every child is meant to become an administrative officer, but every child possesses a unique innate talent. It is the core responsibility of parents to listen to their children, spot that raw spark, and build a supportive environment for it in this digital age.

Through active structural frameworks managed by the Youth Affairs Department and the Department of Youth Affairs & Sports, the administration is bridging the gap between local talent and global economic opportunities. The minister emphasized that young entrepreneurs must aggressively leverage central commercial schemes to achieve true self-reliance.
Among these, flagship programs initiated under the national leadership are actively serving as financial launchpads:
- Stand-Up India: This specific initiative is a game-changer for women, Scheduled Caste (SC), and Scheduled Tribe (ST) entrepreneurs. It provides hassle-free institutional bank loans ranging from ₹10 lakh to ₹1 crore to set up greenfield enterprises in manufacturing, services, or trading, completely bypassing complex third-party collateral requirements.
- PM MUDRA & PM SVANidhi: These credit channels offer fluid, collateral-free micro-funding to first-time retail business owners and small-scale traders to scale up their daily operations.
- Startup India & PM Vishwakarma: These digital networks grant tax exemptions, intellectual property support, and direct market access, connecting traditional artisans and high-tech software developers with global investment pools.
